    7th Fleet junior Sailor housing facility gets a visit from Yokosuka SARC

    YOKOSUKA, Japan – Fleet Activities Yokosuka’s (CFAY), Sexual Awareness and Response Coordinator (SARC) Keisha Moore observed a nightly walk-through with the 7th Fleet Staff Duty Officer (SDO) at 7th Fleet Sailors’ junior enlisted housing.

    The duty officer walk-through provided Moore firsthand insight about 7th Fleet leadership’s efforts to promote sexual assault prevention, awareness and support for Sailors.

    “I got to see how the walkthrough was conducted and how it’s important that leadership is here for the Sailors,” said Moore. “Monitoring and assisting Sailors if they have a question or desire that added support if they are in need.”

    The nightly walk-through of living areas for enlisted junior Sailors was mandated through Navy message (NAVADMIN) 131/18 “Implementation of Navy Sexual Assault Prevention and Response Program Initiatives” as a response to increasing reports and incidents of sexual assault.

    “Mandating the nightly check of the barracks is a prevention effort that enables an actual hands-on approach,” said Moore. “It’s an interactive rove where leadership goes around the barracks, both inside and out, each floor to ensure that there is good order and discipline, and shows that leaders are mindful of incidents that may occur during late hours.”

    According to Chief Boatswain's Mate Derval Davis, a 7th Fleet duty officer, the barracks walk through is not only for senior leadership to check on Sailors, but it is also improves everyone’s awareness of the available support system.

    “A lot of sexual assault cases happen at night and it makes people feel safer when they see you walking around,” said Davis. “Walking around and showing physical presence so Sailors know you are looking after them is important.”

    Sexual assault is defined as any non-consensual sexual act in which a person is coerced, threatened, forced to engage against their will or any sexual touching of a person who has not consented. Prevention and bystander interventions are a primary focus in the 7th Fleet.

    “Sailors must be mission ready at all times and the presence of sexual assault amongst the ranks throughout all branches of the military is essentially an internal threat and has a direct correlation to mission readiness,” said Moore.

    U.S. 7th Fleet conducts forward deployed naval operations in support of U.S. national interests in the Indo-Asia- Pacific area of operations. As the U.S. Navy’s largest numbered fleet, 7th Fleet interacts with 35 other maritime nations to build maritime partnerships that foster maritime security, promote stability and prevent conflict.
