    MONROVIA, Liberia - Defense Logistics Agency Energy is supplying fuel to meet the requirements of as part of the U.S. whole-of-government effort to support humanitarian relief operations in Ebola-stricken African nations.

    To support Operation United Assistance, DLA Energy established three fuel distribution sites in the region and an intermediate support base in Dakar, Senegal.

    DLA Energy is providing fuel and contracting expertise to help develop contingency fuel solutions in the U.S. Africa Command area of operations as part of Operation United Assistance, said DLA Energy Direct Delivery Fuels Director Dave Peterson.

    On Sept. 16, President Obama announced Operation United Assistance, and within two days, DLA Energy Europe & Africa deployed two fuel specialists to Libya as part of the DLA support team. DLA Europe & Africa Commander Army Col. Elizabeth Delbridge-Keogh is leading the DLA support team in Libya.

    The Department of Defense is working in support of the U.S. Agency for International Development, the lead agency for the U.S. government’s efforts against the Ebola outbreak in West Africa.

    As of Oct. 20, DLA Energy personnel have supplied more than 145,000 gallons of Jet A fuel valued at $640,000 to military and government assets in the Liberian capital Monrovia, where USAFRICOM is setting up a joint force command headquarters to support U.S. military activities.

    “DLA Energy completed a spot buy for 10,000 gallons of diesel fuel and 2,500 gallons of gasoline so we would have product ready to support any short-notice requirements,” Peterson said. “Besides awarding the into-plane contract for Monrovia, we have established fuel contracts at the ports of Dakar, Senegal and Accra, Ghana, and are finalizing our support efforts that will provide diesel fuel and gasoline. We are engaging with U.S. Africa Command on all fuel requirements.”

    To support Operation United Assistance, DLA Energy established an intermediate support base at Dakar, where more than 528,000 gallons of Jet A fuel is available via an into-plane contract so fuel can be provided to military and government assets.

    “We have added a contingency fuel capability known as the basic ordering agreement for Liberia,” Peterson said. “Instead of putting out solicitations in a normal procedure, the BOA has all the terms and conditions for suppliers to sign up for future requirements. The advantage is that once a requirement comes in, we can turn to one of our suppliers and ask for pricing and then award a delivery award within 24 hours. This illustrates how DLA Energy is being proactive in supporting this humanitarian effort.”

    In order to provide fuel, DLA Energy is negotiating a lease for 30 storage tanks, capable of storing 6,500 gallons, to distribute fuel in West Africa.

    The fuel storage capability will assist in supporting the planned 17 Ebola treatment units as well as the existing 24 treatment units in the country. According to the World Health Organization, the 17 new units will add 1,700 more beds to help the sick population in that city and beyond.

    DLA Energy Europe & Africa has deployed a representative to Vicenza, Italy, to support fuel planning efforts with U.S. Army Africa, said DLA Energy Plans and Operations Director Stephen Grace.

    “DLA Energy is working with its vendors to coordinate supplier capability from current sourcing of 80,000 gallons of Jet A per week to 130,000 gallons per week,” Grace said. “We are moving forward to lock in these quantities so when the requirement comes up, we’re ready to send.”

    DLA Energy fuel efforts are supporting the U.S. government efforts against the Ebola outbreak in West Africa. The current outbreak is the largest and most complex since the Ebola virus was discovered in 1976. It is the first Ebola epidemic that has affected multiple countries in West Africa, and its current death count is more than 4,500.
