    DALLAS — Ernest A. Burford, assistant Division Counsel for the Southwestern Division, U.S. Army Corps of Engineers, has been honored with a Seltzer Award for his contributions to the Corps’ legal services mission. The award, which is named after a former Chief Legal Counsel for the Corps, recognizes a Corps attorney who has contributed through the development of a legal theory, a legal management innovation or proactive or outstanding performance in solving a legal or management problem.

    “Mr. Burford is a highly skilled attorney who has directly contributed to resolving critical key issues in the civil works, labor and employment and federal regulatory areas of law,” said Brig. Gen. David C. Hill, SWD commander. “Through his legal expertise and detailed analysis, he was instrumental in coordinating revisions to the Memorandum of Agreement (MOA) between the Corps, the Southwestern Power Administration (SWPA) and SWPA's customers. The MOA funds non-routine hydropower projects at 24 plants in multiple Corps Divisions. He is a tremendous asset to our Southwestern Division team and to the entire region.”

    Burford, a native of New Orleans, joined the Corps of Engineers in 2009. Prior to that time, he held legal positions with the U.S. Attorney’s Office, the U.S. Postal Service, the U.S. Department of Labor, and the State of Louisiana. He holds a Bachelor of Arts degree in journalism from Louisiana State University and a Juris Doctor from Southern University Law Center.

    “We are pleased to see Mr. Burford honored with this prestigious award,” said Nancye Bethurem, Division Counsel. “It is a testament to his devotion to public service as well as to his outstanding legal expertise.”

    The Southwestern Division, one of nine Corps of Engineers regional headquarters, covers all or part of seven states. It was established in 1937 to manage large-scale construction projects authorized by the Flood Control Act of 1936. Its major mission areas include Civil Works (including flood risk management, navigation, hydropower, water supply, recreation, regulatory, and disaster relief); Military Missions, including engineering, construction, and environmental management services for the Army and Air Force; and Interagency and International Services, which includes planning and engineering and construction management services for other federal, state and local agencies.
