    PICHINDANGUI, Chile– After a natural disaster, people’s lives can be turned upside down and it could be months before they are returned to normal. When providing humanitarian assistance and disaster relief, one of the most important aspects is a cohesive medical response element that can seamlessly integrate with each other at a moment’s notice without any issues.

    As a part of Partnership of the Americas 2014, which involves eight partner nations, Chilean Marine combat medics set up a basic aid station that will serve the injured during the humanitarian assistance and disaster relief portion of POA. These medical facilities will provide triage much like the ones used by the U.S. Marine Corps, further enabling seamless integration with partner nations in the event of a natural disaster.

    The first level of triage, otherwise known as Red, provides care for critical patients. The Yellow level refers to urgent patient care and Green is reserved for patients that require basic non-emergency care. Finally, Black is reserved for the deceased.

    POA 2014 uses a multifaceted approach to face a multifaceted threat environment. Whether it is a humanitarian disaster or security threat, the goal is for all partner nations to be ready to rise in response to an array of crises. Working with our partners in an exercise like POA provides an invaluable experience that is difficult to replicate.

    “The Chilean commander has actually experienced a tsunami and an earthquake, so they’ve lived through a humanitarian disaster and they’ve actually taken their lessons learned in their after action and have decided to bring in other partner nations and compare that with our experiences to see if we can make changes and make things more robust,” said U.S. Navy Capt. R. Roland Powers, Commanding Officer, 4th Medical Battalion, 4th Marine Logistics Group, Marine Forces Reserve.

    Continuous cooperative activity with our partner nation militaries provides mutual benefits. While we hone our expeditionary skills, our partners hone theirs. Partner nations have an opportunity for military-to-military exchanges and to streamline procedures in casualty situations.

    “The best thing is that sometimes we are using the same medical techniques. We try to see if we are compatible, if we are following the same procedures and if we have the same equipment to better serve the population and the wounded,” said Marine non-commissioned officer, Medic Claudio Gutiérrez Carrido.

    A mutual goal for POA 2014 participants is to establish durable relationships built on common grounds that allow partner nations to work together with trust and speed in times of crises. The similarities in the Chileans and the United States medical procedures help demonstrate the interoperability, speed and agility required of the U.S. Navy, U.S. Marine Corps and partner-nation Navies in order to work cohesively together during HA/DR operations.

    Representatives from Argentina, Brazil, Canada, Chile, Colombia, Mexico, Paraguay, and the United States are expected to participate in POA 2014 from August 11-22, 2014. This exercise is designed to enhance joint and combined interoperability, increase the combined capability to execute Amphibious Operations, Peace Support Operations, and HA/DR missions, and further develop strong and lasting relationships the U.S. Marine Corps has established with Partner Nations naval infantries/marine corps’.
