    Defense Contract Management Agency

HUNTINGTON BEACH, Calif. - Air Force Capt. Andrew Massino, Defense Contract Management Agency Huntington Beach program integrator, was recently recognized as the DCMA fourth quarter Company Grade Officer of the Quarter for exceptional military service in the areas of program integration and earned value management.

Massino is a University of South Carolina ROTC graduate currently working for DCMA in two key roles - program integration and earned value team leader; and Wideband Global Satellite Communications program integrator. He has almost six years in the Air Force, two working for DCMA.

“My current duties include supervising three earned value civilians and four program integrators, ensuring proper surveillance is being conducted on the WGS program, and responding to taskers that come down from headquarters,” said Massino, who splits his time between two offices. “I spend most of my time in Huntington Beach where our (contract management office) is headquartered and the other time in our offices in El Segundo where the WGSs are being built.”

A typical day for Massino in Huntington Beach is spent reviewing reports for accuracy, responding to taskers, attending meetings and building briefing and information charts for leadership.

“In El Segundo, I conduct my (program support team) meetings, talk with the contractor and the customer, and work reports for the WGS program,” said Massino.

Massino said the people and location make the CMO a very special place. “The DCMA workforce is a great group of motivated civilians, and you really can’t beat Southern California’s weather. There is so much to do out here if you’re willing to fight the traffic. It’s a great place to be stationed,” he said.

The other part of the job Massino said he finds rewarding is knowing he is contributing to his fellow uniformed personnel.

“I get to touch a lot of programs. Some of them are upgrades to existing platforms and others are new capabilities,” said Massino. “In both cases we need to make sure the warfighter is getting what they put on the contract."
