    FORT LEE, Va. - On June 30, Army Col. Francis Flanagan, Defense Contract Management Agency International Commander’s Action Office director, will complete a 28-year U.S. Army career. His career encompassed active duty Army, Army Reserve and Army National Guard assignments. He has held multiple command and staff positions in four divisions, two contracting commands and DCMA. As a citizen Soldier, Flanagan was mobilized five times since Sept. 11, 2001.

    During a May 9 ceremony, Navy Rear Adm. Deborah Haven, DCMA International commander, honored Flanagan for his accomplishments and service to his country at the agency’s headquarters.

    “Colonel Flanagan’s technical expertise, enthusiasm for the mission and refined leadership have left a positive impact on the organization,” she said.

    Flanagan prides himself on being “a soldier first,” and some of his most memorable experiences include being deployed:

    From 2001 to 2003, Flanagan served as the 28th Infantry Division Deputy G3, a duty which culminated with a 10-month deployment to Bosnia-Herzegovina as part of Stabilization Force-12. He was responsible for liaison and cognizance of operations for three separate Army Special Forces units headquartered at Task Force Eagle.

    In 2005, as a DCMA Iraq administrative contracting officer, he was responsible for the reception, staging, movement and
    integration of an international assessment team responsible for closing Coalition Provisional Authority contracts and working two Logistics Civil Augmentation Program task orders. He also re-established and relocated the DCMA Baghdad office following a rocket attack that destroyed offices in the south palace.

    From 2007 to 2010, he took command of a Stryker Infantry Battalion highlighted by a 10-month deployment to Iraq. Flanagan’s battalion was awarded the distinguished unit citation for campaign participation.

    Most recently, Flanagan has been instrumental in the drawdown and downsizing of DCMA Afghanistan and ensuring contracting work is positioned for transition back to the services. He has also been instrumental in DCMA Kuwait contracts transitioning to the Air Force in April, well ahead of its official timeline.

    Haven assumed command of the agency’s International directorate in June 2013, which includes the contingency contract administration services mission in direct support of U.S. Central Command theater operations. During that time, she has recognized Flanagan’s expertise in both DCMA and Army organizational and cultural knowledge, contingency contract expertise, and overall leadership.

    “Colonel Flanagan is to be commended for his mentorship and knowledge transfer to the team,” she said.

    Flanagan will now take his operational and acquisition proficiencies and, “single track my career as a contract administrator for DCMA in Baltimore starting in July, where I will continue to serve the agency and my country.”

    Between retiring from the Army and returning to his prior civilian position with DCMA Baltimore, Flanagan will be “getting back to nature.” Three friends from Albany, N.Y., and his son, Keith, will join him in walking the Appalachian Trail from Vermont to Pennsylvania.
