Yongsan deputy garrison commander earns Stalwart award Cpl. Jihoon Jung

YONGSAN GARRISON, Republic of Korea - Paul Stuart, deputy to the garrison commander of U.S. Army Garrison Yongsan, was caught completely by surprise when he was presented with the Installation Management Command Stalwart Award by Col. Michael E. Masley, the garrison commander for USAG Yongsan, during a garrison staff meeting, Dec. 17.

"I deeply appreciate everything you do for our command and keeping our team moving in the right direction," Masley said to Stuart as he presented him with the prestigious, glass encased Stalwart Medallion. "You deserve this recognition and it is my honor to present it to you."

The award is designed to recognize leaders who exemplify the spirit of IMCOM and represent high standards of performance in promoting IMCOM's mission and vision. The certificate was signed by Lt. Gen. Michael Ferriter, the commanding general of IMCOM.

The award certificate notes Stuart's extraordinary achievement, dedication to excellence and inspirational team spirit as Yongsan's deputy leader and his service to other IMCOM installations. He is one of only a handful of Stalwart awardees in 2013.

As he humbly accepted the award, Stuart expressed his gratitude for the support of the garrison department directors who filled the conference room around him.

"I am truly humbled by this (recognition). Truly this recognition is yours, not mine," Stuart said. "As General Patton once said, 'there are no individuals in the Army.' This (award) is because of all that you (the staff) have accomplished this year."

He listed some examples of the obstacles and challenges the garrison has overcome together as a team in 2013, reiterating that his success as deputy is due to the hard work and diligence of all the garrison directors and staff.

Stuart's award narrative details his leadership accomplishments and contributions since taking the helm as Yongsan's DGC in August 2010. Since then, he has provided administrative program direction and supervision to key civilian staff directors and principals, while monitoring and assuring the implementation of IMCOM and HQDA policies and guidance.

Well known throughout the IMCOM, Stuart often set the standards for excellence in command planning, budgeting, operating, and executing. He stands out as a leader and exemplifies the strength of the Installation Management Command.

According to his award nomination, Stuart is routinely contacted by professionals seeking his opinion on a variety of operational matters relating to garrison management, budgeting, strategic planning, workforce management and more.

Stuart's career spans more than 40 years of operations, plans and training experience gained through active duty military and civil service. The retired U.S. Army colonel thanked his wife, Chong Hyon, for her support, and then thanked God for his blessings.

During his civil service, Stuart served as the civilian executive assistant to the garrison commander for USAG Humphreys in Pyeongtaek, South Korea; deputy to the garrison commander/acting region chief of staff for Installation Management - Korea Region Office (IMA-KORO) in Seoul, South Korea; chief of operations division/acting chief of staff for Headquarters for IMA-KORO; Deputy G5 for U.S. Army North/5th Army at Fort Sam Houston, Texas; Chief of plans division for Headquarters for Installation Management Command - Korea (IMCOM-K) in Seoul, South Korea and chief of plans and operations division for IMCOM-K.
