JOINT BASE MCGUIRE-DIX-LAKEHURST, N.J. - The Army Reserve’s 99th Regional Support Command welcomed its new commanding general during a change-of-command ceremony Nov. 3 on Joint Base McGuire-Dix-Lakehurst, N.J.
Maj. Gen. Margaret W. Boor assumed command of the 99th RSC following her previous assignment as the deputy director for Logistics Readiness, J4 (IMA), Office of the Joint Chiefs of Staff, in Washington D.C.
“The 99th has a very proud heritage, rich history, and there have been a lot of accomplishments, but no great organization continues to stay great without continuous improvement into the future to do those things we have to do to remain great,” Boor said. “We in the 99th, as well as the other three Regional Support Commands, provide some significant and critical support to our fellow general-officer commands that are getting their soldiers ready for the next operational mission and the next fight, whenever and wherever it may be.”
More than 200 service members and civilians from the Joint Base MDL community said goodbye to Maj. Gen. William D. Razz Waff, who commanded the 99th RSC since October 2010 and is now assigned as the Department of the Army deputy G1 (Personnel) in Washington, D.C.
“We are all here because of our common love of what we do for the country regardless of what our nametape says – Army, Air Force, Navy, Coast Guard or Marine – and we’re all here because we know, at some level, we do make a difference,” Waff said. “Thank you so much for your support over the past three years.”
The 99th RSC is responsible for administrative, logistics and facilities support to more than 51,000 Army Reserve soldiers in 454 units at 332 reserve-component facilities and 33 maintenance facilities in Virginia, West Virginia, Maryland, Delaware, Pennsylvania, New York, New Jersey, New Hampshire, Massachusetts, Connecticut, Maine, Vermont, Rhode Island and the District of Columbia.
“The Army Reserve’s primary mission is to provide trained and ready soldiers in support of our six combatant commanders throughout the world,” explained Maj. Gen. Glenn J. Lesniak, deputy commanding general for support, U.S. Army Reserve Command. “To sustain that force, the Army Reserve utilizes four Regional Support Commands to provide base-operations support, vehicle maintenance and a wide variety of administrative and soldier services.
Boor enlisted in the Army in 1976 and was commissioned as a second lieutenant in the Military Intelligence Corps in 1980. After graduating from the Military Intelligence Officer Basic and Tactical Intelligence Officer Courses at Fort Huachuca, Ariz., she served four years in the 313th Military Intelligence Battalion, 82nd Airborne Division at Fort Bragg, N.C., before transferring to the Army Reserve in 1984.
Boor’s command assignments include Headquarters Company, 171st Corps Support Group in Garner, N.C., the 362nd Quartermaster Battalion in Kinston, N.C., the 642nd Area Support Group at Fort Gordon, Ga. and the 171st Area Support Group.
Other key staff assignments include S4 for the 362nd Quartermaster Battalion, S2/3 and deputy commander of the 171st Corps Support Group, inspector general for the 310th Theater Army Area Command at Fort Belvoir, Va. and G3 for the 81st Regional Readiness Group at Fort Jackson, S.C.
Boor returned to active duty with the Army Reserve in April 2006 to serve as G1 and then chief of staff for the 81st RRC until October 2008 when she was assigned as the Mobilization Assistant to the deputy director, J3/4 (IMA) at the Defense Logistics Agency at Fort Belvoir, Va. She returned to active duty with the Defense Logistics Agency from 2009-2010 as vice director of operations and Sustainment Logistics and chief of staff before deploying to Afghanistan from July 2010 to September 2011 as the director of Task Force Spotlight.
Boor’s military education includes the Military Intelligence Officer Basic and Advanced Courses, U.S. Army Command and General Staff College, U.S. Army War College and Advanced Joint Professional Military Education. She holds a bachelor of science degree in psychology from Fayetteville State University, N.C., and a master’s in strategic studies from the U.S. Army War College.
Her military awards include the Defense Superior Service Medal, Bronze Star Medal, Meritorious Service Medal with 2 Silver Oak Leaf Clusters, Army Commendation Medal with Silver Oak Leaf Cluster, Army Achievement Medal with 2 Oak Leaf Clusters, Senior Parachutist Badge and Joint Chiefs of Staff Identification Badge.
