    Joint Enabling Capabilities Command

    NAVAL STATION NORFOLK, Va. - U.S. Navy Rear Adm. Scott A. Stearney relinquished command of the Joint Enabling Capabilities Command (JECC) to U.S. Navy Rear Adm. Bret C. Batchelder on Sept. 11 at the Pennsylvania House in Norfolk, Va.

    The JECC, a subordinate joint command of U.S. Transportation Command (USTRANSCOM), is the Department of Defense’s principal source of rapidly deployable professionals through the employment of small, high–performing mission packages tailored to meet the specific skills and capabilities needed to address emergent joint force headquarters requirements.

    The JECC’s three subordinate joint elements, the Joint Planning Support Element, the Joint Public Affairs Support Element and the Joint Communications Support Element, form the backbone of the command and provide tangible command and control capabilities to joint force com­manders across the full spectrum of military operations.

    “It is remarkable how far we have come and an amazing accomplishment to see how the JECC has become not only an integral part of USTRANSCOM, but of each and every combatant command as well,” said U.S. Air Force General Williams M. Fraser, III, the commander of USTRANSCOM and the presiding officer during the change of command. “We exist to support others downrange and Rear Admiral Stearney has made this command the enabling capabilities provider of choice.”

    Stearney has commanded the JECC since August 2011 and has overseen the deployment of more than 1,000 personnel in support of all the combatant and functional commands. During his tour at the JECC, Stearney also coordinated the complete integration of the JECC as a subordinate joint command under USTRANSCOM following the reassignment of the JECC to USTRANSCOM in July 2011. Stearney’s guidance and oversight allowed for a seamless transition to USTRANSCOM networks, systems, policies and procedures, effectively posturing the JECC as an integral part of the USTRANSCOM team.

    “This has been a rich and incredibly rewarding experience and I owe it to everyone within this command,” said Stearney. “Now that I have my joint sea legs, I am looking forward to returning to the U.S. Navy as a much more capable joint officer.”

    Stearney's next assignment will be as commander, Strike Force Training Atlantic.

    Batchelder assumes command of the JECC following an assignment as the Director of the Operations Division with the Assistant Secretary of the Navy Financial Management and Comptroller Fiscal Management Division.

    “To all the sailors, soldiers, airmen and Marines; your reputation at the combatant commands precedes you and I am looking forward to leading this incredible total force,” Batchelder said upon assuming command.

    A graduate of South Dakota State University, Batchelder was commissioned in 1984 through Aviation Officer Candidate School and designated a naval aviator in 1986. As sea, he has served as executive officer and command officer of VFA-105 deploying in USS Harry S. Truman (CVN 75) and as deputy commander and commander, Carrier Air Wing 11 deploying in USS Nimitz (CVN 68). Ashore, Batchelder’s assignments have included flight instructor with Training Squadron (VT) 7, executive officer of Marine Fighter Attack Training Squadron 101 and as head of Avian Officer Distribution at the Navy Personnel Command.

    Batchelder is also a graduate of Salve Regina University where he received a Master of Arts degree in International Relations. He has accumulated over 5,000 hours in Navy jet aircraft, with over 100 combat missions and 1,000 carrier-arrested landings. Batchelder has received the Legion of Merit, Bronze Star, Defense Meritorious Service Medal, Meritorious Service Medal among other awards and decorations.
