ST. JOHN’S, Antigua - The Florida National Guard State Partnership Program exchanged knowledge and skill sets with members of the Antigua and Barbuda Defence Force (ABDF) during a Leadership seminar, Aug. 12-16, 2013, in St. John’s, Antigua.
The State Partnership Program (SPP), and the United States Southern Command Traditional Commander's Activities Program (TCA) are designed to help promote the objectives of the United States in national and regional security. The events and visits that have taken place under this program are all related to security cooperation in the region and its effects can be measured through interoperability, camaraderie, professionalism, transformation and modernization, humanitarian assistance and disaster preparedness, subject matter expert exchanges, and official visits.
Army Maj. Andrew Mueller, a bi-lateral affairs officer for the Florida Army National Guard and attached to the SOUTHCOM Military Liaison Office (MLO), stated how the FLNG is involved in working within our state, as well as, abroad.
"As the FLNG evolves, we are engaged just like the national Army is. So we are very connected to the Eastern Caribbean as a result of these exchanges," said Mueller.
The MLO for Barbados and the Eastern Caribbean maintains U.S. national security interests, facilitates regional security, and fosters cooperation, stability and prosperity.
Capt. Matthew Rockwell, State Partnership Program coordinator and Executive Officer Florida Air National Guard Headquarters, is pleased at the receptiveness of the exchanges. "The excitement and attitudes of the participants, during the exchanges, has been a constant," said Rockwell. "Their willingness to share is a key component to what we do here."
"We both get to learn how each other operates within their Area of Responsibility, and through discussion, we can find out what is the best way to move forward," Rockwell said.
MLO Barbados and the Eastern Caribbean manage SOUTHCOM’s bilateral engagements with Antigua and Barbuda, Barbados, Dominica, Grenada, Saint Kitts and Nevis, Saint Lucia, and Saint Vincent and the Grenadines. Activities include executing Foreign Military Financing and Foreign Military Sales programs, regional and multinational exercises, humanitarian assistance and disaster preparation missions and programs, the SPP, TCA, and the International Military Education and Training program.
