SINGAPORE — Defense Contract Management Agency Pacific leadership recently conducted a relinquishment of command ceremony here and transitioned responsibility for the tertiary contract management office with operations in Singapore, Australia and New Zealand to the DCMA Pacific Contract Management Office.

The relinquishment of command supports the General Order. DCMA Singapore was disestablished as a tertiary command and reestablished as DCMA Pacific in Singapore. Over the next year, DCMA Pacific – currently located in Atsugi, Japan – will move all associated positions from Japan to Singapore.

Air Force Col. Mimi Murphy, DCMA Pacific commander, presided over the relinquishment of command ceremony and inactivation of DCMA Singapore, and presented Air Force Lt. Col. Gregory Scougall, outgoing DCMA Singapore commander, with awards and accolades for his three-year tour as commander of the tertiary command.

“Lt. Col. Scougall has always been mission focused,” said Murphy. “He saw the value of each team member, and the team’s professional and personal concerns were his priorities.”

Murphy described Scougall’s ability to build relationships and create partnerships with DCMA’s Department of Defense and military customers as “exceptional and impressive.”

“We will be sorry to see you leave,” said Murphy. “You will have an impact wherever you go. Good luck in your new assignment as the deputy mission support commander at Goodfellow Air Force Base in San Angelo, Texas.”

Reminiscing to three years ago, at his July 2010 change of command ceremony, Scougall lightheartedly recalled saying something to the effect of “I’m happy and humid to be here.”

Scougall expressed his gratitude to the DCMA Singapore teams for their support and dedication. He also assured his teams they were “trading up” with the leadership team of Murphy and Jeffrey Ford, DCMA Pacific deputy commander.

“It’s a win-win as (DCMA Pacific) is inheriting an incredible team,” said Scougall.
