    21st Theater Sustainment Command

KAISERSLAUTERN, Germany - The 21st Theater Sustainment Command’s 1st Human Resources Sustainment Center marked the end of a nine-month deployment with a redeployment ceremony at Rhine Ordnance Barracks, Aug. 5.

The 1st HRSC deployed to Camp Arifjan, Kuwait, in December 2012 to support U.S. Army Central and U.S. Central Command. Its mission was to provide operational human resources assets including mail operations, personnel movement, personnel tracking and casualty reporting, said Maj. Peter Hu, the 1st HRSC rear detachment officer in charge and a native of Anniston, Ala.

“These 49 soldiers did a lot of things that personnel on the ground need and use every day, but never see what goes on behind the scenes,” Hu said. “These are the troops that made sure the mail was flown and secured everyday and that the post offices were in compliance with both U.S. Postal Service and military regulations.”

The 1st HRSC was also responsible for a casualty assistance center which reports and documents all casualties within the CENTCOM area of responsibility including Afghanistan. During their deployment, the 1st HRSC handled more than 3,000 reports.

The soldiers of the center kept in constant communication with passenger terminals throughout CENTCOM, tracking movement times both in and out of theater to track movement times. Through this communication and coordination with terminals in Afghanistan and other countries, more than 1,000 personnel were able to transit in theater each day.

“By providing assistance to both ARCENT and CENTCOM, the 1st HRSC helped move personnel faster in theater and ensured accountability for everyone coming in or out,” said Hu. “On any given day, our soldiers were helping account for, literally, hundreds of thousands of military personnel, department of defense civilians and contractors.”

Finally, the 1st HRSC sent teams into Afghanistan for brief periods of time to ensure Post Offices were up to code and that passenger terminals were operating smoothly. The teams also consolidated several Post Offices to coincide with the drawdown of troops.

As the 1st HRSC’s deployment comes to a close and the soldiers reintegrate with their families, many of them express a sense of pride over their accomplishments.

“Everyone who deployed with us did an excellent job and we got the job done,” said Sgt. 1st Class Kironi Dugar, the senior human resources noncommissioned officer for the 1st HRSC and a native of Crowley, La. “We had some first time deployers with us, but the seniors took care of them. We were like a family while we were over there. I am proud to have served with everyone downrange.”
