FORT MEADE, Md. - Sailors and civilians assigned to U.S. Fleet Cyber Command/U.S. TENTH Fleet conducted a sexual assault prevention and response (SAPR) stand-down, June 20-26.
The training was held to comply with NAVADMIN 156/13 and NAVADMIN 158/13, which mandate that all military service members and Department of Defense (DoD) employees complete command-SAPR training before July 1.
"We are here to have a discussion, in addition to the extensive training earlier this year, because sexual assault is a safety and readiness issue for our force and we must address it with efforts at all levels of the chain of command," said Capt. John Gelinne, U.S. Fleet Cyber Command/U.S. TENTH Fleet chief-of-staff.
"Our goal is to foster a command climate in which reporting assault is embraced and encouraged while providing support to victims and holding those responsible accountable," said Gelinne.
The goal of SAPR training was to reemphasize the Navy's zero tolerance policy regarding sexual assault and sexual harassment.
"Command personnel should understand their role and accountability in eliminating sexual assault, fostering a command climate of dignity and respect and upholding our core values of honor, courage, and commitment," said Master Chief Cryptologic Technician (Collection) (IDW/ SW) James D. Eaton, U.S. Fleet Cyber Command/U.S. 10th Fleet senior enlisted leader.
During the stand-down, the chief-of-staff and senior enlisted leader led four separate two-hour sessions to ensure all hands could attend. The sessions focused on facilitated engagement of SAPR principles.
"The SAPR stand-down builds on SAPR leadership and SAPR fleet training modules to ensure military personnel clearly understand SAPR principles and the resources available," said Eaton.
The training is part of the Navy's continuing effort to prevent sexual assaults and promote essential cultural changes within the force.
