    Naval Information Warfare Systems Command (NAVWAR)

    SAN DIEGO – Space and Naval Warfare Systems Command (SPAWAR) presented a three-day speaker series alongside senior military leaders and defense industry experts at the 22nd annual Western Conference and Exposition (West 2013) Jan. 29-31 at the San Diego Convention Center.

    Sponsored by the Armed Forces Communications and Electronics Association (AFCEA) and the U.S. Naval Institute (USNI), West 2013 provides the perfect opportunity for attendees to interact with military, industry, and business leaders.

    WEST 2013 is the largest event on the West Coast for communications, electronics, intelligence, information systems, imaging, military weapon systems, aviation and shipbuilding.

    SPAWAR and Program Executive Office (PEO) leaders covered a variety of topics, including the Navy’s IT technical authority plan, the Consolidated Afloat Networks and Enterprise Services (CANES) program, the Next Generation Enterprise Network (NGEN), and the Mobile User Objective System (MUOS).

    Rear Adm. Patrick Brady, SPAWAR’s commander, kicked off his presentation by reflecting on the past year and highlighting some of SPAWAR’s accomplishments.

    “During 2012, SPAWAR focused on keeping the fleet ready to fight, building our information dominance technical authority and work integral to the Navy's future,” said Brady.

    He then presented his guidance for 2013, providing his key priorities moving forward in today’s fiscally strained environment, including keeping the fleet ready to fight, delivering on major acquisition programs, and executing the IT technical authority stand-up.

    “Keep the fleet ready to fight will always be my top priority,” said Brady. “No matter what happens with the budget, we will always ensure the fleet has what they need.”

    Following Brady, Capt. Joe Beel, commanding officer of SPAWAR Systems Center Pacific, presented examples of how SPAWAR is executing Brady’s key priorities, specifically focusing on the work in the Pacific.

    “Guam is a great example. It is where SPAWAR starts its day,” said Beel. “The work we are doing there is for Commander, Submarine Squadron 15. SPAWAR is building state-of-the-art facilities for the submarines based there. This is critical for them to be forward deployed, so they can respond quickly.”

    Also focused on the way forward, Rear Adm. Jerry Burroughs, program executive officer for Command, Control, Communications, Computers and Intelligence (PEO C4I), provided an overview and presented the strategic plan for 2013.

    “Our plan is centered on three areas, including minimizing total ownership cost while delivering integrated C4I capabilities, rapidly fielding relevant capabilities to meet existing and emerging warfighter needs, and developing an aligned, agile workforce equipped to achieve acquisition excellence in a dynamic environment,” explained Burroughs.

    Expanding on Burroughs’ presentation, Pat Sullivan, executive director for PEO C4I, addressed current challenges facing today’s Navy, and highlighted opportunities for business and industry. One such opportunity was minimizing total ownership cost while delivering integrated C4I capabilities.

    “Today, there are many unique configurations across multiple Navy platforms, hampering interoperability, operational effectiveness, configuration management, and logistic support,” said Sullivan. “Our challenge is to reduce the number of configurations, and synchronize development and procurement through the development of integrated C4I capability builds.”

    Sullivan concluded his presentation with an introduction of PEO C4I program managers, and provided an opportunity for industry representatives to directly meet with the C4I program managers face-to-face.

    Also promoting future business opportunities, SSC Pacific’s business portfolio managers introduced themselves and shared their respective portfolios with audience members.

    The portfolio management group spoke to attendees about how the group enables center-level business opportunities by coordinating and assisting business and industry when required, to seek new markets and execute new business ideas.

    Well attended, and highly regarded, the SPAWAR speaker series hosted more than 25 speakers and panelists throughout the three-day event providing the command the opportunity to increase understanding and awareness among partners, customers, and stakeholders of its current and future priorities, challenges, and opportunities.
