KABUL, Afghanistan — An Afghan man died following an incident involving International Security Assistance Force soldiers on June 21, near Babaji, in Helmand province.
ISAF troops were conducting a patrol in the area when the driver of a vehicle, accelerating directly towards the patrol, failed to stop when challenged. The driver ignored repeated signals to stop, including the firing of a warning flare and a series of warning shots, and continued to speed towards the ISAF troops. Following standard ISAF procedures and suspecting the vehicle carried a suicide bomber who represented an imminent threat to life, the ISAF troops acted in self defence and fired upon the vehicle. Following the incident, the vehicle was discovered to contain three men, one of whom was injured. No explosives were found in the vehicle.
The injured man was received immediate medical treatment and was evacuated by ISAF helicopter to hospital for further medical care. Unfortunately, the man later died of his injuries.
In this incident, the driver of the vehicle ignored both the visual signals to stop and the warning shots. ISAF soldiers are trained to take appropriate steps to minimize civilian casualties, while at the same time taking action to protect themselves when threatened. It is vital for the safety of everyone that civilians react immediately to warnings and instructions from ISAF soldiers.
Soldiers take every precaution they can to avoid such tragic incidents and conducts campaigns to inform the local people of its procedures. ISAF deeply regrets incidents where civilian casualties are caused by its actions.
