Dr. Ray A. Welch showcases some of Camp Foster’s facilities for the Japan Young Entrepreneurs Group of the Japan Chamber of Commerce and Industry March 8 during a windshield tour around Camp Foster. As part of a new community relations program, the “Friends of Foster” program is a series scheduled periodically throughout the year in which neighboring community members get the opportunity to speak with the camp commander and tour the camp.
