South Dakota Army National Guard’s Maj. Matthew Symonds, 1978th Contingency Contracting Team commander, addresses a Camp Rapid audience about his unit’s upcoming deployment to Afghanistan in support of Operation Enduring Freedom during an activation ceremony Nov. 28, 2012, at Duke Corning Armory. The Rapid City-based unit will plan for and coordinate all contracting functions at a brigade or combat team level.
