1st Lt. Tuan V. Pham presents Lybeth M. Mendoz with an award during the closing ceremony of an engineering civic assistance project Oct. 16 as part of the bilateral Amphibious Landing Exercise (PHIBLEX) 2013. Marines and Sailors of the 31st Marine Expeditionary Unit, together with their Armed Forces of the Philippines counterparts constructed a pavilion here at the Macarascas Elementary School. PHIBLEX is a bilateral training exercise hosted annually in the Republic of the Philippines to enhance interoperability and readiness of Armed Forces of the Philippines and U.S. Forces. The civil-military component of this exercise promotes engineer and medical operational readiness while providing services to local areas. Pham is the site officer in charge at Tagburos, attached to the 31st MEU with Combat Logistics Battalion 31 and Mendoz is the principal of Macarascas Elementary School.
