Oklahoma Highway Patrol Troopers share a laugh with Trooper Tony Richardson after he received the Commander’s Certificate of Appreciation from Tulsa District U.S. Army Corps of Engineers Commander Col. Michael Teague. The ceremony was kept secret from Richardson, who arrived for the ceremony thinking he was attending a routine meeting. His colleagues were amused at Richardson’s shocked reaction when he realized the gathering was to honor him.
