Lt. Col. Robin B. Stilwell, chief of staff for Kosovo Force 16 and members of command staff stand before the NATO forces that comprise multinational battle group-east during a Transfer of Authority ceremony at Camp Bondsteel Sept. 22. During the ceremony, KFOR commander, Maj. Gen. Volker Halbauer expressed his appreciation for all of the accomplishments of KFOR 15 and their commander, Col. Jeffrey J. Liethen. Halbauer welcomed the new commander, from South Carolina National Guard's 218th Maneuver Enhancement Brigade.
