U.S. soldiers with Headquarters Company, 1st Battalion, 155th Combined Arms Battalion, Mississippi Army National Guard help Hancock County, Miss., deputies make contact with civilians stranded near the Silver Slipper Casino in Bay Saint Louis, Miss., Aug. 28, 2012, as Hurricane Isaac storm surge rises over the sea wall. The civilians were storm chasers who were staying in the casino parking garage to document the storm. Isaac developed as a tropical storm over the Western Atlantic Ocean Aug. 21, 2012, affecting Puerto Rico, the Dominican Republic, Haiti and Cuba before making landfall as a hurricane on the Gulf Coast of the United States.
