Lt Col. Rutherford commander 1st Battalion, 23rd Infantry Regiment, attended a shura held, June 25, 2012, at the Panjwai district headquarters and spoke with many of the local villagers. Shuras are an important tool for the coalition forces in the area to work on building strong relationships, maintaining security and governance, and continuing to help develop new projects in the area.
