The aircraft belongs to the Coast Guard, the vehicle to the U.S. Army Pacific Contingency Command Post, Humanitarian Assistance Survey Team who are at Barbers Point taking part in a load exercise. The USARPAC CCP HAST is a rapidly deployable team of from 6-14 soldiers, with specific skill sets, who can be on the ground anywhere in the Pacific within 24 hours to determine how the U.S. military can best provide relief support after a disaster.
