Col. Chris Toner, commander of the 3rd Brigade Combat Team, 1st Infantry Division, awards the Meritorious Service Medal to Lt. Col. James Vizzard, commander of the 1st Battalion, 6th Field Artillery Regiment, March 15. The award ceremony took place just prior to a change of command ceremony, in which Vizzard relinquished command of his battalion after deploying to eastern Afghanistan for most of 2011.
