Maj. Gen. William D. Frink, Jr. addresses the 311th Sustainment Command (Expeditionary), as well as guests, during a change of command and change of responsibility ceremony at the Capt. Nelson M. Holderman Hall Army Reserve Center, March 3. During the ceremony, Brig. Gen. Therese M. O’Brien assumed command of the 311th ESC from Brig. Gen. Juan A. Ruiz, becoming the 21st commanding general of the 311th ESC and the first female general officer to assume command of the unit since its activation in 1950.
