Mr. Yoshida, Lt. Col. Toshiharu Fukamizu, right, and Lt. Col. Miagany, left, shake hands after signing the memorandum of agreement at the Hijudai Maneuver Area Feb. 8. The agreement reaches a middle ground where the concerns of the citizens are taken into consideration while also meeting the training requirements of 3rd Battalion, 12th Marines. Yoshida is the director of the local headquarters of the Kyushu Defense Bureau. Fukamizu is the chief of the general education section apart of the training division of the Western Army Headquarters G-3. Miagany is the commanding officer of 3rd Battalion, 12th Marines which is a part of 3rd Marine Division, IIII Marine Expeditionary Force.
