Capt. Marco Cromartie, commanding officer, Navy Region Southwest Reserve Component Command (center right) and Capt. Mike DeWitt, commanding officer, NAVOPSPTCEN Phoenix (center left), present the RCCSW “NOSC of the Year, Overall” award to Capt. Ronald Oswald, commanding officer and Master Chief Petty Officer Terry Delacruz, command master chief, both from NAVOPSPTCEN Hueneme. NOSC Phoenix was the winner for the year 2010, and it is tradition to “pass the torch” to the newest winner. There are 20 NOSCs in the southwest region that were judged by RCCSW. NOSCs Port Hueneme and Point Mugu also won the RCCSW "NOSC of the Year" for the calendar year 2011 in large and small categories respectively.
