Gov. John Kitzhaber talks to media representatives outside of the Turner post office in Turner, Ore., Jan. 20. 2012, about the flooding in the area and across the Willamette Valley. Kitzhaber toured the town, along with Maj. Gen. Raymond F. Rees, adjutant general for Oregon, visiting a recently washed-out bridge that was repaired quickly. Severe weather led to Kitzhaber declaring a state of emergency Jan. 19 in Marion, Coos, Benton and Lincoln Counties. Snowmelt, combined with heavy rains, created flood conditions across Oregon communities.
