Col. Steve Mount, of Torrington, Wyo., the director of joint operations for the Wyoming National Guard, surveys the flood waters of the North Platte River, in Saratoga, Wyo., June 9. The Wyoming National Guard was dispatched by Wyoming’s governor to Saratoga and communities around Wyoming threatened by flood waters from record levels of snow in the surrounding mountain ranges. Those soldiers assisted local communities to prepare for flooding before waters turned the event into a disaster response.
