Bear Larkman, 16, of Cheyenne, Wyo., watches 18-year-old Hawkins Kipp, of Casper, Wyo., get his head shaved as part of in-processing for the Wyoming National Guard’s Youth ChalleNGe program, based at the Camp Guernsey Joint Training Center, in Guernsey, Wyo., July 11. The program, a joint venture between the state of Wyoming and the National Guard, provides high school dropouts with a chance to earn their GED, while learning life skills and job skills. Approximately 98-percent of Wyoming Youth ChalleNGe graduates earn their GED.
