Col. Matthew G. St. Clair, the commanding officer of the Ground Combat Element Integrated Task Force, addresses Marines after an award ceremony, Aug. 19, 2014, at the GCEITF headquarters building at Marine Corps Base Camp Lejeune, North Carolina.
