A memorial to Lt. Jessica Hill and Petty Officer 2nd Class Steven Duque, Coast Guard divers that perished during diving operations in the Arctic Ocean alongside the Coast Guard Cutter Healy in August 2006, sits in a new location after a rededication ceremony at Coast Guard Base Seattle, Aug. 15, 2014.
