Walter Hatfield, members of the West Virginia National Guard, cut through concrete debris in a simulated tunnel extraction event at the recently inaugurated Emergency Responder Training Facility in Tarapoto, Peru, Saturday, Aug. 2. The tunnel complex is part of a search and rescue training facility and disaster relief warehouse in the city of Tarapoto, San Martin region of Peru. These additional facilities were built to complement the existing Emergency Operations Center, which was also built in 2010 by the U.S. Southern Command Humanitarian Assistance Program.
