Local community members who are role-playing citizens, displaced by a notional nuclear terrorist attack, wait to pass through a decontamination tent here as part of Vibrant Response '14. Every role-player is given a card in the morning that highlights what kind of injuries they have sustained and where they should be, but they improvise the dialog with responders based on how well they perform.
