U.S. Navy Capt. Joseph E. Bell talks to employees of the George C. Marshall European Center for Security Studies during Sexual Harassment/Assault Response and Prevention training in Garmisch, Germany, April 17. Bell, the chief of staff and military commander for the Marshall Center, was one of four group leaders, discussing issues of trust and ways to prevent and deal with sexual harassment and assault in the work place. The training was part of the center’s “SHARP stand down” day that included two hours of training and interaction between the center’s more than 250 employees and military members.
