Army Lt. Col. Joseph Wicker, 32nd Army Air and Missile Defense Command, is presented a flag by Army Brig. Gen. John W. Charlton, commander of Brigade Modernization Command, during a retirement ceremony held at the Fort Bliss and Old Ironsides Museums at Fort Bliss, Texas, Feb. 26.
