Captain Rafiel D. Warfield, Staff Judge Advocate for Marine Corps Activity Guam, stands with his command after becoming the Marine's Special Assistant United States Attorney (SAUSA) by the Honorable Frances Tydingco-Gatewood, Chief Judge of the District Court of Guam, Dec 11, 2013. A SAUSA handles both criminal and civil matters. Criminal prosecution of civilian offenders aboard military installations is exclusively within the jurisdiction of the United States, through the Department of Justice, and the Office of the United States Attorney. The SAUSA is responsible for the prosecution of violations of federal law committed by civilians aboard military installations. Additionally, SAUSAs may also bring civil actions to recover money owed the United States Government by those who submit false claims or commit fraud against the military. SAUSAs are required to be currently employed with the federal government, have a current U.S. Government background check, and be admitted to practice law somewhere in the United States. Captain Warfield is a graduate of Syracuse University College of Law and is licensed to practice in the State of Connecticut.
