Lt. Cmdr. Brian J. Donohue, left, relieved Cmdr. Owen L. Gibbons, right, as commanding officer of the 225-foot Juniper Class sea going buoy tender. The change of command is a time-honored tradition and deeply rooted in Coast Guard history.
