DCMA change of leadership

James M. Russell, Defense Contract Management Agency deputy director, accepts the agency’s flag from Katrina G. McFarland, assistant secretary of defense (acquisition), during a change of leadership ceremony at Homer Hall, the agency’s headquarters building, on Fort Lee, Va. Russell’s acceptance of the flag officially made him the agency’s acting director.
