National Guardsmen and civilian first responders work side by side to clear ruble at a simulated collapsed structure on the former Brunswick Naval Air Station Thursday. Paul Penachio, director of Emergency Management for the town of Saugus, Mass., said that one of the biggest challenges to the exercise was getting everyone on the same page. “The military has a different system of mapping events than firemen do, than we do, they have different acronyms than we do,” he said. “But we figured out how to work it.
