A U.S. soldier from the Colorado National Guard Army, Lt. Col. Mitchell Utterback, is given recognition and presented with a hat from Dan Dallas, incident commander from the Rocky Mountain Incident Management Team, Team B, at the Boulder Municipal Airport, Boulder, Colo., Sept. 16, 2013. Dallas recognized Utterback and his team for their hard work and dedication in the floods as well as the Colorado fires of the past few years. "When somebody like Lt. Col.
